Revenge! Arthas deserved to be judged, not this act made of fanaticism and fear
"I want to safe my people, no matter the cost.", if I remember correctly, this could be referred to the following things:1. The "cost" is getting all life Undead, with an Army tiredlessly able to fight, he would've been able to defeat all threats to the World of Azeroth (Namely: The Legion, the Void), but if the Jailer (From whom he seems to get his Power) was pulling the strings, he was behind the goal to kill the world soul of Azeroth to drain it of it's precious Anima I guess. It could even be, that the Jailer lost the control of his "puppet" at any point (eventually Ner'zhul was his puppet all along at this point? Even, if he doesn't knew it?)2. He would've "safed" them into a state of eternal Undead all over Azeroth, but it's a twisted sight of perspective direction: Influenced by the power of the Maw and it's reckless state of being "evil" (and my bet is, it is the most vile place you could land...), my bet is the Jailer could be one of these voices within the Helmet of Domination. What brings us to the following: What if the Jailer wanted such badly being a force in the world of the living, that he was inventing a plan to get this force? Living beings, twisted into undeath, seem like the perfectly beings The Jailer could handle to get the most Anima for himself. The last one he directly controlled, was Sylvanas Windrunner (Or at least, influenced).3. Kil'jaeden made a bargain with the Shadowlands it seems - The Legion, enemy of all life, will swallow the ranks of the souls within the Shadowlands (not mentioning they're consuming themselves souls with their fel-magic) and for that The Jailer? (I for myself bet he was it) or another entity of the Shadowlands has given him Frostmourne and the Helmet of Domination. I don't think, Kil'jaeden has made such weapons entirely by himself - at least he must gotten the template from one being of the Shadowlands.From that Point... Urgh. I hope the new Story-Novella brings more enlighting about this. But, no, I don't want to have Sylvanas a redemption-Arc, because I hate her (From my sight of things, she's the one who ruined most characters ever since Legion with her twisted morale...) ... but from what I can tell, it seems she'll be cast aside soon enough as puppet to the Jailer when he gets free (If even) what will make her mad at him and heroically sacrifice herself for our salvation? Urgh, no, I don't want to give Blizzard ideas... But... She is the Gul'dan of Shadowlands it seems.

So... what happened with all the souls inside Frostmourne after it shattered? All ended up at the Arbiter? Shattered souls reuinted, merged like Uther's? Some clarification needed from blizzard's side.

It's not uncommon for people to be delirious when they're moment's from death. I don't think Arthas was literally referring to the hand reaching for him when he said he saw darkness.
Could it be possible Arthas is the one responsible for setting the jailer free or getting that ball rolling?Also, with Uther's soul being split into two, I took it as the light tried to save as much of Uther's soul as possible before getting sucked into the sword. The part of Uther that could forgive and forget Arthas was in the sword and the vengeance side of Uther was in the part of his soul that got sent to Bastion. Great analysis btw.
So this pretty much confirms that Frostmourne was forged in the Maw?
What Arthas clearly means with "I see only Darkness before me" is that he mistakes Devos and Uther for the leadsinger and leadguitarist in british glamrock band The Darkness. He is clearly delusional in his dying minutes and this is the only logical explanation. So all you lore-nerds can you please pack your bags and go back to school.
This is a shot in the dark, and purely speculation. But is there any chance that the Jailer IS Arthas? No right? Sylvanas made her deal with him soon after Arthas' death? But beta shows that time works differently in the Maw? Can anyone hit me with evidence to disprove this please :)
