Can they stop repeating the same stories over and over? Sylvanas the betraying Horde leader (Garrosh) and now the Jailer (Sargeras) the betraying member of the Death Pantheon (Titans). I mean, really. There are posts on this website that are more creative than the "plot" - and I use that term loosely - over the past few expansions. I realize it's a video game and not a novel, but with Blizzard's resources and recent hires (does Christie Golden still work for them?) I just don't understand this level of lazy.
I think the covenant leaders truly believe that Zovaal betrayed them. He obviously didn't, of course. The titans got involved in the shadowlands, something they aren't supposed to do, and because he fought against it he was sealed away and starved.
Maybe that explains the hole in his chest, and the object in the hole in the Arbiter's chest.
